The Grant Parish School Board recognizes the capital investment the community has in school buildings and facilities and believes that such facilities should be used for legitimate community purposes.  However, the Grant Parish School Board is required by general statute to maintain and control the use of all public school facilities.  The School Board has an obligation to see that no use of school facilities interferes with the educational program of the regular schools and that funds allocated for regular programs of public education are not expended for other purposes by groups of individuals.


School facilities held by the Grant Parish School Board may be used upon approval of the terms of the conditions of the Application and Agreement for Use of School Facilities by the Grant Parish School Board.  The application shall contain, but not be limited to, the following:


  1. A "hold harmless" statement having the effect of holding the School Board and School District free from any liability that may arise while the facilities are in use.

  2. A statement requiring, with limited exception, any person or group leasing the school facilities to purchase a minimum of $1,000,000 general liability insurance coverage identifying the School Board and School District as an additional insured.  A certificate verifying the purchase of such insurance shall be presented to the School Board along with the signed lease agreement prior to use of the facilities.  This requirement may be waived by the Superintendent after reviewing the application for facility usage.

  3. A statement that the individual or group lessee shall assume all responsibility for damages and/or maintenance expenses invested in the building, directly or indirectly resulting from lessee's use.


The Superintendent of Schools shall be guided by the following when advising individuals or groups relative to the use of facilities:


  1. Priority shall be given to groups and individuals of Grant Parish desiring to use any school facility.  The official representative of any group must be resident of Grant Parish.

  2. The principal of the school shall be responsible for approving a minimum of one school representative to be present while any facility is in use.

  3. The principal and representative(s) shall be responsible for the availability and operation of all school owned equipment.  In addition, he is to determine that the facility is being used in accordance with the best rules and regulations of sanitation, safety, and within the Louisiana laws and the policies of the Grant Parish School Board.

  4. It is expected that school facilities will not be used later than 11:00 p.m. and facilities will usually not be available on Sundays, legal holidays, or holidays established by the calendar of the Grant Parish School Board.

  5. No building or facility shall be used for commercial purposes or where financial proceeds are for private gain of an individual or non-school group.

  6. School facilities shall not be used by political groups or political party affiliates.  Registration and voting areas shall be located at places approved by the School Board.  After conference with the principal, so as to protect the local school's education program from undue interference.

  7. School facilities shall not be used by any individual or group whose doctrine appears to advocate violence, perpetuates segregation, defies democratic principles, advocates the overthrow of the government, or violates the constitution of the State or Nation.

  8. Smoking and tobacco use is prohibited on all School Board property.  The use of any tobacco product, smokeless tobacco, or any smoking object/device, including but not limited to electronic cigarettes, advanced personal vaporizers, vape pens, vape mods and similar devices, shall be prohibited on and in all Grant Parish School Board property and vehicles, and at all school-sponsored or school-approved functions.  However, this prohibition shall not be applicable to any tobacco product approved by the United States Food and Drug Administration for sale as a tobacco cessation product and which is marketed and sold solely for such purpose.

    School Board property shall include any elementary and secondary school buildings and grounds, buildings, portable buildings, field houses, stadiums, equipment storage areas, vacant land, or any other property owned, operated, or leased by the School Board where any form of School Board business is or may be conducted.
