BOARD OF THE PARISH OF GRANT, STATE OF LOUISIANA, TAKEN

AT A REGULAR MEETING HELD ON THURSDAY, AUGUST 4, 2016,

 

             The Parish School Board of the Parish of Grant, State of Louisiana, met in its regular meeting place, the Grant Parish School Board Office, Colfax, Louisiana, in Regular Session, Thursday, August 4, 2016 at 6:00 o’clock P.M.

 

             There were present Mrs. Lisa Roberts, Mrs. Karen Layton, Mrs. Charlene Anderson, Mrs. Mary Bullock, Mr. Bill Riggs Mr. A.D. Futrell and Mr. Buddy Pennison.

 

              All of the Board Members were not present, Mr. Randy Browning was absent.

 

             Mrs. Sheila S. Jackson, Secretary-Treasurer was also present.

 

             The Parish School Board of the Parish of Grant, State of Louisiana, was duly convened by Mrs. Mary Bullock, President of the Grant Parish School Board, who then stated that the Grant Parish School Board was ready to transact any business which may come before the Board.

 

             Motion by Mr. Futrell, seconded by Mr. Riggs and unanimously approved the July 5, 2016 Regular Board Minutes.    

 

The following recognitions were made:

 

2015 Corrected Training Certificates: Mr. A.D. Futrell, Mrs. Mary Bullock, and Mrs. Charlene Anderson.

 

Grant High School Maroon Knight Drill Team for National Championship.

 

2016 National Beta School of Merit: Georgetown High School, Montgomery High School, Pollock Elementary School, and Grant Junior High School.

 

There were no guests signed into the meeting.

 

The Board recognized Chris Peters – Candidate for the Third Circuit of Appeal.

 

The Board recognized Chris Gatlin from Brown & Brown Insurance – Receive quotes for General Liability, Automobile Liability, Physical Damage, School Leaders Errors and Omissions Coverages from LARMA. These will be voted on at the September meeting.

 

The Board recognized Jerry Osborne from Foley & Judell – Explain possible refunding of the District 33 Bonds issued for Grant Jr. High School.

 

             The Finance Committee discussed Grant High and Montgomery High gym air conditioning. Update – Ballard CLC proposal. Motion by Mrs. Anderson, seconded Mr. Pennison and unanimously approved to authorize the superintendent to receive quotes for Montgomery High School and proceed not to exceed $100,000.00, and enter into agreement with Ballard to request and oversee the Grant High School project to exceed $600.000.00.

 

             The Transportation and Maintenance Committee are still discussing the Grant Parish School Board Property (Bus Turnarounds) Update – Templin forest Plan.  There will be more discussion at the September Board Meeting.

 

             The Transportation and Maintenance Committee discussed permission to advertise for fuel bids. Motion by Mrs. Anderson, seconded by Mrs. Roberts and unanimously approved.

 

             Motion by Mrs. Roberts, seconded by Mr. Riggs and unanimously approved the 2016-2017 Pupil Progression Plan.

 

             Motion by Mrs. Anderson, seconded by Mr. Pennison and unanimously approved to table approving the revised job description for the Transportation Manager, and suspend the current requirement for the Transportation Manager to hold a CDL to drive a bus for 90 days. The Transportation Committee will meet to develop a final recommendation to the Board.

 

             Motion by Mr. Pennison, seconded by Mrs. Roberts and unanimously approved Policies BH, School Board Ethics; DIEA, Preservation of School Board Records Due to Legal Action; EBBG, Hazardous Substances; GBD, Employment of Personnel; GBI, Evaluation; GBL, Tenure; and IDCH, Home Study Program.

 

             Motion by Mrs. Anderson, seconded by Mr. Riggs and unanimously approved 2016-2017 Athletic Program Manual.

 

             Motion by Mrs. Anderson, seconded by Mrs. Roberts and unanimously approved to Adopt Millage Rates.

             BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Grant State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2016, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

             The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

              The board received for approval at the September meeting the “Regulations for the Evaluation and Assessment of School Personnel for 2016-2017.”

 

             Motion by Mrs. Roberts, seconded by Mrs. Layton and unanimously approved the administrative contracts for newly employed administrators: Michael Edwards, Montgomery High School Principal; Jennifer Winslett, Georgetown High School Principal; and Haley Poole, Grant Jr. High Assistant Principal.

 

             The Superintendent discussed with Board Members, Grant Parish is the recipient of the “Jobs for America’s Graduates” (JAG) grant in the amount of $50,000, Open House Schedule, and MFP Update.

 

             Motion by Mr. Pennison, seconded by Mr. Futrell and unanimously approved adjourning the meeting.
