BOARD OF THE PARISH OF GRANT, STATE OF LOUISIANA, TAKEN

AT A REGULAR MEETING HELD ON TUESDAY, MAY 3, 2016,

 

             The Parish School Board of the Parish of Grant, State of Louisiana, met in its regular meeting place, the Grant Parish School Board Office, Colfax, Louisiana, in Regular Session, Tuesday, May 3, 2016 at 6:00 o’clock P.M.

 

             There were present Mr. Randy Browning, Mrs. Lisa Roberts, Mrs. Charlene Anderson, Mrs. Mary Bullock, Mr. Bill Riggs Mr. A.D. Futrell and Mr. Buddy Pennison.

 

              Mrs. Karen Layton was absent.

 

             Mrs. Sheila S. Jackson, Secretary-Treasurer was also present.

 

             The Parish School Board of the Parish of Grant, State of Louisiana, was duly convened by Mrs. Mary Bullock, President of the Grant Parish School Board, who then stated that the Grant Parish School Board was ready to transact any business which may come before the Board.

 

I.  Recognitions:

 

Recognize Laryn Graves as the All State, All Academic, Composite Team in Basketball, Softballftball and Track.

 

Recognize Karlee Teddlie as the All District MVP, All Cenla Second Team, and All-State First Team.

 

Recognize Kayla Trisler as Academic All State.

 

Recognize Phillip George as the 2016 All Cenla Coach of the Year, 2016 District 3-1A Coach of the Year and 2016 All State Coach of the Year along with Taylor Williams and Kristen Walker as Assistant Coaches.

 

Recognize the Montgomery High School Girls’ Basketball Team for going to the Semifinals of the top 28 State Tournament:

Recognize Justin Gunter and Shaine Ferrier of Montgomery High School for their 3rd place finish in the State Welding Competition.

 

Recognize Sam Tarpley, William Butler and Kaitlyn Luneau for their 2nd place finish at the Competition for Livestock Judging.

 

             Mr. Craig Tappel of Brown & Brown Insurance presented proposals for Property Insurance.

 

             Motion by Mr. Pennison, seconded by Mr. Futrell and unanimously approved the following Budget Revisions:

 

a. Grant Junior High – Recognize $4,500.00 additional ad valorem revenue to be used to purchase table and chairs.

 

b. Georgetown High – Recognize $2,500 additional ad valorem revenue to purchase desks and chairs.

 

c. Grant High – Recognized $7,000 additional ad valorem revenue to be used to remodel bathroom.

 

d. Montgomery High – Recognize $2,800 additional ad valorem revenue and $700 miscellaneous revenue to be used for Repairs & Maintenance $1,500 and Maintenance Supplies 2,000.

 

e. Verda Elementary – Recognize $2,000 in additional ad valorem revenue to be used for Maintenance Supplies.

 

f. South Grant Elementary – Recognize $6,000 additional ad valorem revenue to purchase desk and chairs.  Authorize $15,200 of prior year fund balance to be used for purchase of desk and chairs.

 

g. Central Office – Recognize $4,000 additional ad valorem revenue to be used for Repairs & Maintenance.  Authorize $15,000 of prior year fund balance to be used for Repairs & Maintenance.

 

             Motion by Mr. Pennison, seconded by Mr. Futrell and unanimously approved the  following District Budget Revisions:

 

a. Colfax Elementary – Recognize $7,000 additional ad valorem revenue to be used for Repairs & Maintenance.

 

b. Grant Jr. High – Recognize $2,400 additional ad valorem revenue to be used for Repairs & Maintenance.

 

c. Georgetown High – Recognize $6.000 additional ad valorem revenue to be used for Repair & Maintenance.

 

d. Grant High – Recognize $10,000 in additional ad valorem revenue to be used to remodel bathroom.

 

e. Montgomery High – Recognize $600 in additional ad valorem revenue to be used for Repairs & Maintenance.

 

f. Pollock Elementary – Recognize $9,000 in additional ad valorem revenue of which $2,215 will be used for Summer Worker’s Salaries & Benefits.

 

             The Board Members discussed Workers’ Compensation Insurance for the 2016-2017 year.

 

             The Board Members decided to table the discussion on the Property behind the School Board until the next Board Meeting.

 

             There was some discussion on helping the Police Jury financially with bus turn arounds.  The Board Members will continue the discussion at the June Board meeting.

 

             Motion by Mr. Futrell, seconded by Mr. Browning and approved Mike Slaughter Insurance for Worker’s Compensation Insurance.  The vote was:

 

5 yeahs – Mr. Browning, Mrs. Roberts, Mr. Riggs, Mrs. Bullock and Mr. Futrell.

3 nays –   Mrs. Layton, Mrs. Anderson and Mr. Pennison.  Motion carried.

 

             Motion by Mr. Riggs, seconded by Mrs. Roberts and unanimously approved the Pre-K Expansion Grant.

 

             Motion by Mr. Riggs, seconded by Mrs. Roberts and unanimously approved Amendment #3 for 2016 eGMS NCLB Federal Funds that has been approved by the Louisiana Department of Education.

             Motion by Mr. Futrell, seconded by Mrs. Anderson and unanimously approved Amendment #4 for 2016 eGMS IDEA Funds that has been approved by the Louisiana Department of Education.

IDEA 7-1-15

             The Board Members received for approval at the June Board meeting Student and Faculty Handbooks for Pollock Elementary, Grant Jr. High and South Grant Elementary.

 

             Motion by Mr. Browning, seconded by Mr. Pennison and unanimously approved the Cooperative Endeavor Agreement to Engage Out of School Youth.

 

             Motion by Mrs. Anderson, seconded by Mrs. Layton and unanimously approved granting the Superintendent permission to disburse sales tax and millage supplemental checks on May 23rd,  and 24th, 2016

 

             Motion by Mr. Futrell, seconded by Mr. Riggs and unanimously approved a Memorandum of Understanding (MOU) Cooperative Agreement of Support for 4-H Youth Developing Programming for July 1, 2016 until June 30, 2019, and provide $14,789.00 annually for local 4-H faculty and pro rata classified local staff.

 

             Motion by Mr. Pennison, seconded by Mrs. Roberts and unanimously approved The Chronicle as the Offical journal for July1, 2016 through June 30, 2017.

 

             Motion by Mr. Pennison, seconded by Mr. Riggs and unanimously approved going into Executive Session to go into Executive Session to discuss a student entering into the Grant Parish School System.

 

             Motion by Mrs. Anderson, seconded by Mrs. Layton and unanimously approved going back to Regular Session.  The student was allowed to enroll in Plato classes on line to complete his high school diploma.  However, he will not be able to attend any functions or classes at any Grant Parish schools.

 

             Motion by Mr. Pennison, seconded by Mrs. Anderson and unanimously approved going into Executive Session to discuss a student’s expulsion from school.

 

             Motion by Mrs. Anderson, seconded by Mr. Pennison and unanimously approved going back into Regular Session.

 

             Motion by Mrs. Anderson, seconded by Mr. Futrell and unanimously approved upholding the expulsion of the student for one calendar year.

 

             The Superintendent told the Board that the Grant Parish School Board had a great Financial Assessment.

 

             Grant Parish Schools had an increase by 1.2% for the Graduation Rate Report.

 

             The Superintendent stated that Grant High JROTC ranked 6th overall in competition.

 

             The Superintendent will send all of the Board Members copies of the graduation schedules.

 

             The Special Ed Game Day will be held on 05-06-16 and if anyone wants to go please do.  Sheriff Steven McCain will be cooking lunch.

 

             Motion by Mr. Pennison, seconded by Mr. Riggs and unanimously approved to adjourn the meeting.
