BOARD OF THE PARISH OF GRANT, STATE OF LOUISIANA, TAKEN
AT A REGULAR MEETING HELD ON THURSDAY APRIL 16, 2015.
The Parish School Board of the Parish of Grant, State of Louisiana, met in its regular meeting place, the Grant Parish School Board Office, Colfax, Louisiana, in Regular Session, Thursday, April 16, 2015 at 6:00 o’clock P.M.
There were present Mrs. Lisa Roberts, Mrs. Karen Layton, Mrs. Charlene Anderson, Mr. Buddy Pennison, Mr. Bill Riggs, Mrs. Mary Bullock, Mr. Randy Browning, and Mr. A. D. Futrell.
Everyone was present.
Mrs. Sheila S. Jackson, Secretary-Treasurer was also present.
The Parish School Board of the Parish of Grant, State of Louisiana, was duly convened by Mr. A. D. Futrell, Grant Parish School Board Member, who then stated that the Grant Parish School Board was ready to transact any business which may come before the Board.
Motion by Mrs. Mary Bullock, seconded by Mrs. Karen Layton and unanimously approved the March 3, 2015 Regular Meeting Minutes, and the February 26, 2015 Special Board Meeting Minutes.

The Board recognized Ms. Alena Noakes for a Writing Award and presented her with a certificate and a pen with a journal.

Mr. Mike Slaughter of Slaughter Insurance presented proposals for Worker’s Compensation Insurance to be voted on at the May 5, 2015 Board Meeting.
Mr. Craig Tappel of Brown & Brown Insurance presented proposals for Workers Compensation Insurance to be voted on at the May 5, 2015 Board Meeting.
Mr. Wayne Richey spoke to the Board concerning the drug policy for employees and students. The Policy Committee will address changes to the drug policy at its upcoming meeting.
Motion by Mr. Pennison, seconded by Mr. Browning and unanimously approved the following budget revisions:

The Board tabled discussing funding for a preschool program at Georgetown and Colfax. They will continue looking for more grants.
The 2015-2016 budget process has started.
Motion by Mr. Pennison, seconded by Mrs. Anderson and unanimously approved advertising for bids for air condition for the Grant High gym(s).
The Transportation and Maintenance Committee had nothing to report.
Grant Jr. High reports no new leaks.
Mrs. Paula Crawford gave a report to the Board Members on Phase I and Phase 2 of the district testing
.
Motion by Mrs. Anderson, seconded by Mr. Pennison and unanimously approved the Carl Perkins Amendment #1.
Motion by Mr. Browning, seconded by Mrs. Layton and unanimously approved Grant Jr. High’s Student Handbooks and the Faculty Handbooks.
Motion by Mrs. Roberts, seconded by Mrs. Layton and unanimously approved the 2014-2015 NCLB Consolidated Application Amendment #4.
Motion by Mr. Pennison, seconded by Mr. Riggs and unanimously approved referring items #16, #17, and #18 to the Athletic Committee for consideration.
Motion by Mrs. Anderson, seconded by Mr. Pennison and unanimously approved to amend the above motion to cover item #16, #17, and #19 instead of items #16, #17, and # 18.
A concerned parent asked for a review of current policy regarding bullying, harassment, and discrimination by employees toward students. This item was referred to the Policy Committee.
Motion by Mrs. Layton, seconded by Mrs. Anderson to enter into Executive Session pursuant to La. R.S. 42:17 (A)(7) for a parental concern.
Motion by Mrs. Layton, seconded by Mrs. Roberts to go back into Regular Session.
Motion by Mrs. Anderson, seconded by Mrs. Bullock to go into executive session pursuant to La. R.S. 42:17 (A) (1) for a personnel concern. The vote was as follows: YEAS: Mrs. Anderson, Mrs. Bullock, and Mr. Riggs. NAYS: Mr. Browning, Mrs. Roberts, Mr. Pennison, Mrs. Layton, and Mr. Futrell. Motion fails.
The Superintendent went over some of the reports in the back of the Board Members folders. This included finance reports, calendars from the schools, and other items such as Paw Prints.
Motion by Mr. Browning, seconded by Mrs. Layton and unanimously approved to adjourn the meeting.
