 BOARD OF THE PARISH OF GRANT, STATE OF LOUISIANA, TAKEN

AT A REGULAR MEETING HELD ON TUESDAY, MARCH 11, 2014.

 

The Parish School Board of the Parish of Grant, State of Louisiana, met in its regular meeting place, the Grant Parish School Board Office, Colfax, Louisiana, in Regular Session, Tuesday March 11, 2014 at 6:00 o’clock P.M.

 

            There were present Mr. Eddie Baxley, Mr. Tony Lavespere, Mr. A.D. Futrell, Mr. Randy Browning, Mr. Marvin DeLong, Mrs. Karen Layton and Mr. Terry Oliver.

 

            Mr. Buddy Pennison was absent

 

            Mrs. Sheila S. Jackson, Secretary-Treasurer was also present.

 

The Parish School Board of the Parish of Grant, State of Louisiana, was duly convened by Honorable Eddie Baxley, President of the Grant Parish School Board, who then stated that the Grant Parish School Board was ready to transact any business which may come before the Board.

 

Motion by Mr. Lavespere, seconded by Mrs. Layton and unanimously approved the February 4, 2014 Regular Board Meeting Minutes.

 

Superintendent Jackson and the Board recognized the Student of the Year winners:

 

1.  Raelen Gongre - Verda Elementary

2.  Alena Noakes  - Grant Jr. High

3.  Marissa Slaughter – Grant High School

           

The following teachers were recognized as follows:

 

1.  Cindy Maxwell – EOC Student test results and AP class

2.  Ashley Keiss – EOC student test results

3.  Jessica Anthony – EOC student test results and AP classes.

4.  Mary Simmons – Highly Skilled Educator, EOC student test results and AP class.

Mrs. Carolyn Lincecum, of Sandra Caston’s Horace Mann Insurance Company, will present Mrs. Amy Merrell of South Gran Elementary with a $100.00 gift card for perfect attendance for the month of January 2014.  Mrs. Merrell will receive the award at South Grant Elem. in front of her peers.

 

An update on the purchase of new buses is that they will all be air conditioned.   Delivery will be made in May and June.

 

Motion by Mr. Futrell, for the finance committee, seconded by Mrs. Layton and unanimously approved re-advertising the portable building at Georgetown High with a minimum bid of $2,125.00.

 

Motion by Mr. Futrell, for the Finance Committee, seconded by Mrs. Layton and unanimously approved a budget revision for South Grant Elementary for parishwide and district funds to complete the air conditioning project, and purchase a computer for the principal.

 

Motion by Mr. Futrell, seconded by Mr. DeLong to consider payment for Application and Certificate for Payment #3 to Phillip Mayo Construction, Inc. for the Montgomery High School Kitchen/Cafeteria I the amount of $60,000.02.

 

Grant Jr. High has more roof leaks.  They will be getting back with the contractor.

 

Montgomery High School’s Cafeteria finally has the building closed in.  The floors are being prepped, the hood is being installed.  The electrical panel will be installed next.

 

Motion by Mr. Browning, seconded by Mr. DeLong and unanimously approved entering into an Emergency Evacuation Agreement between the Grant Parish School Board and the Colfax Reunion Nursing and Rehab of Colfax.

 

Motion by Mrs. Layton, seconded by Mr. Oliver and unanimously approved entering into an Emergency Evacuation Agreement between the Grant Parish School Board and Central Control.

 

Motion by Mr. Browning, seconded by Mr. Lavespere and unanimously approved Amendment #4 NCLB Consolidated Application.

 

Motion by Mr. Futrell, seconded by Mr. Browning and unanimously approved a resolution supporting the LSBA.

 

Resolution Supporting LSBA 2014 Legislative Framework

 

WHEREAS, the Louisiana School Board Association’s (LSBA) 2014 Legislative Framework was developed with careful thought after meeting with officials from local school boards, parish superintendents, consultants and legislators; and

 

WHEREAS, the mission of the LSBA is “Leadership, Service, and Support for School Boards” and LSBA is an effective liaison between Louisiana school boards, superintendents, teachers, educational stakeholders ad members of the Louisiana legislature; and

 

WHEREAS, members of the Grant Parish School Board attended the 2014 LSBA convention held in Baton Rouge, Louisiana in January of 2014, as well as attended Trailblazer Sessions sponsored by LSBA for the benefit of school districts; and

 

WHEREAS, discussion at all of these events focused on the need for thoughtful legislation that will lead to meaningful reforms for both the public and private schools in Louisiana; and

 

WHEREAS, development of this framework occurred after careful review of the past legislation and past legislative directives on educational policy implemented by the Board of Elementary and Secondary Education and the Louisiana Legislature.

 

NOW, THEREFORE, BE IT RESOLVED, that the Grant Parish School Board goes on record as supporting the contents of the LSBA 2014 Legislative Framework as a plan that guides legislators in developing effective legislation for sound educational reform for the state.

 

BE IT FURTHER RESOLVED, that a copy of this resolution be spread upon the official minutes of this Board, with copies being sent to LSBA director Scott Richard, all school boards across the state of Louisiana as well as copies being sent to all members of the Louisiana Legislature.

Mrs. Janice Meeker, Title 1 Secretary @ Central Office effective 03-31-14.

 

The following personnel resignations:

 

1.  Sheryl Edwards – Sweeper @ Georgetown High, effective 02-17-14.

2.  Garland McCracken – Bus Driver @ Verda Elementary effective 02-27-14.

             

The Superintendent spoke to the Board Members on the Home Study Programs and Registered Nonpublic School Enrollments.

 

The Transportation and Maintenance shop will begin to start the budgeting process in the next few weeks.

 

Motion by Mr. Futrell, seconded by Mrs. Layton and unanimously approved adjourning the meeting.
