 BOARD OF THE PARISH OF GRANT, STATE OF LOUISIANA, TAKEN

AT A REGULAR MEETING HELD ON TUESDAY, MAY 7, 2013.

 

                The Parish School Board of the Parish of Grant, State of Louisiana, met in its regular meeting place, the Grant Parish School Board Office, Colfax, Louisiana, in Regular Session, Tuesday May 7, 2013 at 6:00 o’clock P.M.

 

                There was present Mr. A.J. “Tony Lavespere, Mrs. Karen Layton, Mr. Eddie Baxley, Mr. Marvin DeLong, Mr. Terry Oliver Mr. “Buddy” Pennison, Mr. A.D. Futrell and Mr. Randy Browning.

 

                Everyone was present.

 

                Mrs. Sheila S. Jackson, Secretary-Treasurer was also present.

 

                The Parish School Board of the Parish of Grant, State of Louisiana, was duly convened by Honorable A.D. Futrell, President of the Grant Parish School Board, who then stated that the Parish School Board was ready to transact any business which may come before the Board.

 

                Motion by Mr. Pennison, seconded by Mrs. Layton and unanimously approved the revised agenda.

 

                Motion by Mr. Lavespere, seconded by Mr. DeLong and unanimously approved the April 2, 2013 Regular Board Meeting Minutes.

 

                Motion by Mr. Oliver, seconded by Mr. DeLong and unanimously approved the April 16, 2013 Special Training Meeting.

 

                Mrs. Carolyn, of Sandra Caston’s Horace Mann Insurance, presented April Ward with a gift card for $100.00 for perfect attendance for the month of March.

 

                The Superintendent recognized the following students as State Literary Rally winners:

 

Georgetown High School- Brandy Whitlow - Sociology - 2nd Place

                                      Elizabeth Hyde - Parenthood Education - 2nd Place

                                      Rachael Montgomery - Psychology - 3rd Place

               

Grant High School- Mallory Crawford - AgriScience II - 2nd Place

 

Montgomery High School– Desiree Guidry – 2nd place in Nutrition & Food

 

                The Superintendent recognized the Georgetown Lady Bulldogs as Class C Cross Country State Runner-Up:

                The Superintendent recognized Shanel Bruins, of Grant High School as a State Qualifier in Tennis and Track.

                The Superintendent recognized Mattison McCain, of Grant High School, as a  State Qualifier in Golf.

                The Superintendent recognized the following students as District Winners for the LSBA Art Contest:

2nd Grade Verda Elementary- Madison Shufflin

5th Grade-south Grant-Zephronia Skelton

12th Grade-Danae Monroe

 

                The Superintendent recognized Mrs. Ruby Funk for her retirement after 13 years of service as a bus driver for the Grant Parish School Board.

 

                The Transportation and Maintenance Committee decided to request fuel two times a year instead of four times a year.

 

                Motion by Mr. DeLong, seconded by Mr. Browning and unanimously approved budget revisions for Colfax District funds; Georgetown District funds;

 

Pollock District funds, Grant Jr. High District funds for Verda Parishwide funds.

 

                Motion by Mr. DeLong, seconded by Mr. Lavespere and unanimously approved change order #2 for Verda Elementary.

 

                Motion by Mr. DeLong, seconded by Mr. Lavespere and unanimously approved the Certificate of Substantial Completion for Verda Elementary. 

 

                The Superintendent spoke of the FY 2012-2013 Fiscal Risk Assessment (LEA’s preliminary data).  There were no deficiencies for Grant Parish.  There were no citations given to the parish.

 

                The construction updates were as follows:

 

Montgomery High Cafeteria is 51% to 52% completed It was recommended that no more days be given to Wyndham Contracting Group, LLC.  The estimated date of completion is now May 31, 2013 with the final completion date of June 15, 2013.

 

                Verda Elementary is almost completed.  The work done by Phillip Mayo Construction Company was phenomenal work.  The Superintendent and Board are very pleased with the work.  The punch list has been confirmed and everything has been checked and fixed.

 

                The Grant High School Track will be completed after graduation.

 

                Motion by Mr. Pennison, seconded by Mr. Browning and unanimously approved granting the Superintendent permission to sign the Engagement Letter to maintain Rozier, Herrington & McKay as the Grant Parish School Board Certified Public Accounts.

 

                Motion by Mr. Pennison, seconded by Mrs. Layton and unanimously approved the appointment of The Chronicle as the official journal for July 1, 2013 through June 30, 2014.

 

                Motion by Mr. Browning, seconded by Mr. Lavespere and unanimously approved continued participation in the suit of East Baton Rouge Parish School Board, et al v. Louisiana School Employees’ Retirement System suit of East Baton Rouge Parish School Board, et al Louisiana School Employees’ Retirement System.

 

                The Board received quotes from the Brown & Brown Insurance Company for Property Insurance.

 

                Motion by Mr. Baxley, seconded by Mr. Lavespere and unanimously approved Brown & Brown Insurance Company as the carrier for the Worker’s Comp Insurance.

 

                Any discussion of the Montgomery Gaines woodland property property was tabled until the June , 2013 Board Meeting.

 

                Motion by Mr. Browning, seconded by Mr. Lavespere and unanimously approved canvassing the returns and declare the result of the special election held in Consolidated School District 33.

 

                Motion by Mr. Pennison, seconded by Mrs. Layton and unanimously approved granting the Superintendent permission to disburse the sales tax and millage supplement checks on the 16th and 17th of May.  No amount has been given as of yet.

 

                Motion by Mr. Browning, seconded by Mrs. Layton and unanimously approved going out of Regular Session

 

                Motion by Mr. Browning, seconded by Mrs. Layton and unanimously approved going into Executive Session to hear a parental concern as per 42:17.

 

                The decision was upheld as discussed with the parent by the principal at Pollock Elementary.

 

                Motion by Mr. Baxley, seconded by Mr. Lavespere and unanimously approved going out of Executive Session.

 

                Motion by Mrs. Layton, seconded by Mr. Lavespere and unanimously approved going into regular session.

 

                The Board considered a motion from the Executive Session.

 

                Motion by Mr. Baxley, seconded by Mr. Lavespere and determined by a vote of 5 yeas (Lavespere, Layton, Baxley, Oliver, and Futrell) and 3 nays (Browning, Delong and Pennison) to support the Superintendent and her staff in the Executive Session matter.  

                The Superintendent informed the Board of the 6-1 decision that ruled the voucher program as unconstitutional.

 

                The Superintendent also explained that HB160/ Reynolds (delay value-added assessment for 1 year) and HB 466/ Harvard (allow for the current system of letter grade labeling to be used for this school year and require legislative oversight of the accountability formula) are the next items that are being looked at in the legislature. 

 

                The Superintendent scheduled a budget session for May 20, 2013 at 5:00 p.m. All of the Board members received a copy of the graduation schedule from the Superintendent.
