 SCHOOL BOARD OF THE PARISH OF GRANT, STATE OF LOUISIANA,

TAKEN AT A REGULAR MEETING HELD ON TUESDAY, MAY 1, 2012.

 

The Parish School Board of the Parish of Grant, State of Louisiana, met in its regular meeting place, the Grant Parish School Board Office, Colfax, Louisiana, in Regular Session, Tuesday, May 1, 2012 at 6:00 o'clock P.M.

 

There were present Mr. A.J. Lavespere, Mr. Eddie Baxley, Mr. Terry Oliver,

 

Mr. Roland "Buddy" Pennison, and Mr. A.D. Futrell.

 

Mr. Randy Browning, Mrs. Karen Layton and Mr. Marvin DeLong were absent.

 

Mrs. Sheila S. Jackson, Secretary-Treasurer was also present.

 

The Parish School Board of the Parish of Grant, State of Louisiana, was duly convened by Honorable A.J. Lavespere, President of the Grant Parish School Board, who then stated that the Parish School Board was ready to transact any business which may come before the Board.

 

Motion made by Mr. Futrell, seconded by Mr. Pennison and unanimously approved the revised agenda.

 

Motion made by Mr. Oliver, seconded by Mr. Pennison and unanimously approved the April 10, 2012 Regular Board Meeting Minutes.

 

The Superintendent recognized the following students for their placement in the Literary Rally:

 

1. Courtney Stapleton - 1st place Psychology

2.  Raven Fussell - 1st place Sociology

3. Kellee Rey- 3rd Place Ag. I

 

Ms. Mandy White was unable to attend and will be recognized at Grant Jr. High.

 

The Superintendent recognized the following Cadets from the Grant High Maroon and Gold Knights JROTC Drill Team for their State Championship:  Shaun Baker, Hannah Brewer, Greg Bryan, Joshua Chelette, Briana Clavarie, Amber Corley, Destiny Haas, Ethan Hemphill, Lauren Johnson, Cody Joslin, Mackinnly Lewis, Deontrey Means, Joe Price, Brantley Seymour, Scott Sims, Seth White, Kelsey Zimmerman and Michael Zimmerman.

 

The Superintendent stated she is very proud of all of the students.

 

The Superintendent recognized the following teachers for Teacher of the Year:

 

1. Candace Churchman -Colfax Elementary

2.  William Taylor- Grant Jr. High

3. Kayla Courville - Grant High School

 

Mrs. Carolyn Lincecum, of Sandra Caston's Horace Mann Insurance, was here to present Mr. Randall Pardue, teacher at Grant High School, with a $100.00 gift card for perfect attendance for the month of March.

 

The Transportation and Maintenance Committee had nothing to report.

 

The Board received proposals for Boiler and Machinery Insurance from Brown & Brown Insurance agency.

 

Motion made by Mr. Baxley, seconded by Mr. Futrell and unanimously approved budget revisions for Grant Jr. High parishwide fund, Grant Jr. High district funds, Verda Elementary district funds, South Grant Elementary district funds and Grant High School district funds.  Most of these revisions are to start the summer projects.

 

Mr. Bill Tudor will have proposals at the June Board meeting to have Grant High Schools track redone.

 

Grant Jr. High will finish the punch list items.  There was a 2 week delay because of testing.  The work will be finished as soon as possible.

Montgomery High School and Verda Elementary are in the code review process.  Alliance Design Group has heard from the fire marshal and is awaiting word from the DHH.  The bid process should begin soon.

 

Motion made by Mr. Futrell, seconded by Mr. Pennison and unanimously approved granting the Superintendent permission to disburse the sales tax and millage supplement checks on May 16 and 1.

 

Motion made by Mr. Baxley, seconded by Mr. Oliver and unanimously approved the 2012-2013 Discipline Policy.

Motion made by Mr. Baxley, seconded by Mr. Oliver and unanimously approved the 2012-2013 Dress Code Policy.

Motion made by Mr. Baxley, seconded by Mr. Oliver and unanimously approved the individual school athletic manuals.

 

Motion made by Mr. Baxley, seconded by Mr. Oliver and unanimously approved the 2012-2013 Bus Riders' Handbook.

 

Motion by Mr. Baxley, seconded by Mr. Oliver and unanimously approved granting the Superintendent permission to travel out of state at no expense to the Board.

 

The Board Members received for approval at the June Board Meeting the Pollock Elementary Student Handbook.

 

The Board Members received for approval at the June Board Meeting the South Grant Elementary Handbook.

 

Motion made by Mr. Pennison, seconded by Mr. Baxley and unanimously approved entering into an agreement  with The Grant Parish  Police Jury for garbage pick-up:   $100.00 per can, per month as each school  requires.

 

Motion made by Mr. Baxley, seconded by Mr. Oliver and unanimously approved renewing contracts on the following administrators: Paula Crawford - July 1, 2012 through June 31, 2014, Randy Crawford 07-01-12 through 06-30-14, Stacy Felton 07-01-12 through 06-30-14 and Ralph Simmons 07-12-12 through 07-11-14.

 

Motion made by Mr. Pennison, seconded by Mr. Futrell and unanimously approved granting the Superintendent permission to sign the engagement letter to maintain Rozier, Harrington & McKay as the Grant Parish School Certified Public Accounts.

 

The Board Members received for adoption at the June 2012 Board Meeting new policy IDDFA (Service Animals in Schools).

 

Board members heard from two parents concerning the location of graduation at Grant High School.  No action was taken by the Board.

 

Motion made by Mr. Pennison, seconded by Mr. Oliver and unanimously approved appointment of The Chronicle  as the official  journal  from 07-01-12 through June 30, 2013.

 

Motion  made by Mr. Futrell, seconded  by Mr. Pennison and unanimously approved  entering  into an Interagency Agreement  with Christus  St. Frances  Hospital to continue  School  Based Health  Clinics for Grant Jr. High and Pollock  Elementary from August  11, 2012 to August 10, 2013.

 

Motion made by Mr. Futrell, seconded by Mr. Pennison and unanimously approved going out of Regular Session into Executive Session over a parent requesting that her daughter be allowed to enter Grant Parish Schools The parent requested an open hearing.

 

Motion made by Mr. Baxley, seconded by Mr. Pennison and unanimously approved the Superintendent's recommendation that the child be allowed to be registered in the Grant Parish School system, in the fall, August 2012, at the Alternative School.

 

Motion made by Mr. Oliver, seconded by Mr. Pennison and unanimously approved going out of Executive Session.

 

Motion made by Mr. Pennison, seconded by Mr. Oliver and unanimously approved going back into regular session.

 

Motion by Mr. Baxley, seconded by Mr. Oliver and unanimously approved the Superintendent's recommendation to accept the following personnel changes:

 

Retirements:

A.  Aleene Hale - lunch room manager @ Montgomery High, effective 05-26-2012.

B.  Mary Ann Bennett- teacher@ South Grant, effective 05-19-2012.

C.  Judy Botts - special ed teacher@ South Grant, effective 05-19-2012. D. Bemata DuBois- bus driver@ Verda E1em., effective 05-20-2012.

 

Resignations:

A.  Mary Suzanne Skelton - lunch technician at Pollock Elementary effective 04- 12-12.

B.  Virgil M.C. Keathley- teacher@ Georgetown High effective 06-11-2012.

C.  Erin Guin- 3rd grade teacher@ Pollock Elementary effective 04-19-12.

 

Employ:

A.  Chad Harkins- Teacher@ Grant High effective 04-18-12.

 

The Superintendent gave the Board Members a copy of the 2012-2013 General Fund Budget Process/Timeline.

 

This will allow time to work with the principals and Staff.  There will be a Special Board meeting held on May 15, 2012 to discuss budget items.

 

Superintendent Jackson explained to the Board Members that the new accounting software program will begin changing some of the reports they receive. Some of the reports will be different but will contain a lot of the same material.

 

The Superintendent told the Board Members there is a special training session conducted by Mr. Jon Guice tomorrow, May 2, 2012 at the Professional Development Center concerning some of the new legislation signed into law.

 

Motion made by Mr. Futrell, seconded by Mr. Baxley and unanimouslyapproved to adjourn the meeting.
