 BOARD OF THE PARISH OF GRANT, STATE OF LOUISIANA, TAKEN

AT A REGULAR MEETING HELD ON TUESDAY, MARCH 1, 2011

 

The Parish School Board of the Parish of Grant, State of Louisiana, met in its regular meeting place, the Grant Parish School Board Office, Colfax, Louisiana, in Regular Session, Tuesday, March 1, 2011 at 6:00 o’clock P.M.

 

                There were present Mr. Marvin DeLong, Mr. Roland ”Buddy Pennison”, Mr. Randy Browning, Mr. Eddie Baxley, Mr. A.J. Lavespere, Mr. A.D. Futrell, Mrs. Karen Layton, and Mr. Terry Oliver.

 

                Everyone was present.

 

                Mrs. Sheila S. Jackson, Secretary-Treasurer was also present.

 

                The Parish School Board of the Parish of Grant, State of Louisiana, was duly convened by Honorable Randy Browning, President of the Grant Parish School Board, who then stated that the Parish School Board was ready to transact any business which may come before the Board. 

 

                Motion made by Mrs. Layton, seconded by Mr. Lavespere and unanimously approved the revised agenda.

 

                Motion made by Mrs. Layton, seconded by Mr. Pennison and unanimously approved the February 1, 2011 Regular Board Meeting Minutes.

 

                Motion made by Mr. Baxley, seconded by Mrs. Layton and unanimously approved the February 17, 2011 Special Board Meeting Minutes.

 

                Motion made by Mr. Baxley, seconded by Mr. Pennison and unanimously approved the February 22, 2011 Special Board Meeting Minutes.

 

                The Superintendent recognized the following students:

 

                Montgomery High:

                The Superintendent recognized all of the Board Members for completion of their 6 hours of mandated training.

 

                Mrs. Carolyn Lincecum, of Horace Mann Insurance, presented Marline Jones with a $100.00 gift card for perfect attendance for the month of January 2011.

 

                Ms. Gay Nell Hannegan was the winner of the Taylor & Sons Employee of the Month Award.

 

                Ms. Christina Petrus updated the Board on the different programs the LSU AgCenter is doing.  This includes the livestock show and the shooting sports program they offer. 

 

                The Transportation and Maintenance Committee had nothing to report. 

 

                Motion made by Mr. Baxley, for the Finance Committee, seconded by Mr. DeLong and unanimously approved the budget revision for Georgetown High District funds.

 

                Motion made by Mr. Baxley, for the Finance Committee, seconded by Mr. Pennison and unanimously approved granting permission to advertise for bids for lockers at Grant Jr. High.

                Motion made by Mr. Baxley, for the Finance Committee, seconded by Mr. Pennison and unanimously approved the Application and Certificate for Payment #14 to M.D. Descant, Inc., in the amount of $560,011.83 for services rendered.

 

                Motion made by Mr. Baxley, for the Finance Committee, seconded by Mr. Pennison and unanimously approved invoice #107888 to Alliance Design Group, in the amount of $10,208.59 for services rendered.

 

                Motion made by Mr. Baxley, for the Finance Committee, seconded by Mrs. Layton and unanimously approved Change Order #2 in the amount of $21,088.00.

 

                Motion made by Mr. Baxley, for the Finance Committee, seconded by Mrs. Layton and unanimously approved allowing a revision for Grant High District Funds.

 

                Mr. Bill Tudor gave an overview of Grant Jr. High.  Mr. Tudor stated the project is still on time and under budget.  It was decided there should be a construction walk through so the Board will know exactly how far construction has gotten.  The Board also decided to have a bus run the route a school bus would run so they can see how well the bus can make it around a couple of turns.  There was a Special Board Meeting called for Tuesday, March 15, 2011 to see if something needs to be fixed before they go any farther.

 

                Motion made by Mrs. Layton, seconded by Mr. Lavespere and unanimously approved entering into a contract with Central Control, LLC concerning the Emergency Shelter Disaster Assistance Plan.

 

                Motion made by Mrs. Layton, seconded by Mr. Lavespere to approve the Emergency Evacuations Accommodations Agreement between the Colfax Reunion Nursing and Rehab of Colfax and the Grant Parish School Board.

 

                Motion made by Mr. Pennison, seconded by Mrs. Layton and unanimously approved the Title /IDEA Combined Appl. Amendment #2.

 

                The Board Members received for consideration at the April Board Meeting a 2011-2012 academic calendar.

 

                Motion made by Mr. Lavespere, seconded by Mrs. Layton and unanimously approved adding Policy DJC - Payroll Procedures and EG - Insurance and Risk and Management to the Policy Manual.

 

                The Board Members received for approval, at the April Board Meeting, policy change GAMEB - Transportation and Employee Drug Testing 1A.

 

                Motion made by Mr. Pennison, seconded by Mr. DeLong and unanimously approved the Superintendent’s recommendation to make the following personnel changes:

 

                Retirements:

                A. Mrs. Elizabeth ”Liz” Futrell - teacher @ Grant High School eff. 01-31-11. 

               

                Resignations:

                A.  Mrs. Fern Land - 1 hour block teacher @ Montgomery High eff. 02-22-11.

 

                Sabbatical:

                A.  Cheryl Paul - teacher @ South Grant Elem. eff. 03-09-11 through 3-09-12.

               

                Motion made by Mr. Futrell, seconded by Mr. Baxley and unanimously approved going into executive session to consider a student expulsion appeal pursuant to La. R.S. 42:17. The parent decided to have a closed session.  The vote was 7ayes: Mr. Randy Browning, Mr. A.J. Lavespere, Mr. Eddie Baxley, Mr. Marvin DeLong, Mr. Terry Oliver, Mr. Buddy Pennison and Mr. A.D. Futrell.  There was 1 nay, Mrs. Karen Layton. The expulsion was upheld and the Executive Session was closed.

 

                Motion made by Mr. Futrell, seconded by Mr. Lavespere and unanimously approved going out of Executive Session.

 

                Motion made by Mr. Futrell, seconded by Mr. DeLong and unanimously approved going back into Executive Session to discuss strategy in that matter styled, ”Cora Sketoe V. Lona Gauthier and Grant Parish School Board”.  Suit number 21,389 on the records of the 35th JDC for the Parish of Grant.  The attorney will be getting back in touch with the Grant Parish School Board.

 

                Motion made by Mr. Baxley, seconded by Mr. Futrell and unanimously approved going out of Executive Session.

 

                The Superintendent stated the board members had all of their usual reports in their folders.  She stated that a bond issue at Verda was and needed to be looked at in the future.

 

                Motion made by Mr. Baxley, seconded by Mr. Pennison and unanimously approved adjourning the meeting.
