 BOARD OF THE PARISH OF GRANT, STATE OF LOUISIANA, TAKEN

AT A REGULAR MEETING HELD ON THURSDAY, AUGUST 5, 2010

 

                The Parish School Board of the Parish of Grant, State of Louisiana, met in its regular meeting place, the Grant Parish School Board Office, Colfax, Louisiana, in Regular Session, Thursday, August 5, 2009 at 6:00 o’clock P.M.

 

                There were present Mr. Randy Browning, Mr. Eddie Baxley, Mr. A.J. Lavespere, Mr. A.D. Futrell, Mrs. Karen Layton, and Mr. Terry Oliver.

 

                Mr. Marvin DeLong and Mr. Craig McCain were absent.

 

                Mrs. Sheila S. Jackson, Secretary-Treasurer was also present.

 

                The Parish School Board of the Parish of Grant, State of Louisiana, was duly convened by Honorable Randy Browning, Vice-President of the Grant Parish School Board, who then stated that the Parish School Board was ready to transact any business which may come before the Board. 

 

                Motion made by Mr. Terry Oliver, seconded by Mr. Baxley and unanimously approved the revised agenda.

 

                Motion made by Mrs. Layton, seconded by Mr. Lavespere and unanimously approved the minutes from the July 5, 2010 Public Hearing Meeting.

 

                Motion made by Mr. Futrell, seconded by Mr. Oliver and unanimously approved the minutes from the July 5, 2010 Regular Board Meeting.

 

                Mr. Scott Wallace, from the Louisiana Pecan Festival, presented the Superintendent with a check in the amount of $1,203.00 for proceeds from the 2009 festival.

 

.               Motion made by Mr. Lavespere, for the Maintenance Committee, seconded by Mrs. Layton and unanimously approved the Superintendent’s recommendation to extend a contract for Clean Solutions to change the air conditioners in all of the schools for a term of one year.

 

                Mrs. Kecia Nugent, Transportation Manager, said we had our route selection meeting on July 29, 2010 where the drivers chose their routes for the 2010-2011 school year.  We are in the process of getting our stop times down and getting familiar with the new routes.  She had planned for an additional bus serving Grant High & Dry Prong Jr. High in the Pollock area.  They will run that bus with a sub driver until they can justify the need for an additional route.

 

                Motion made by Mr. Baxley, for the finance committee, seconded by Mr. Futrell and unanimously approved the request for additional monies in EEF in the amount of $176,004.66.

 

                Motion made by Mr. Baxley, for the finance committee, seconded by Mr. Lavespere and unanimously approved payment to Alliance Design Group in the amount of $21,182.10 for services rendered.

 

                Motion made by Mr. Baxley, for the finance committee, seconded by Mr. Oliver and unanimously approved Application and Certificate #6, in the amount of $518,000.15, to M.D. Descant, Inc. for services rendered.

 

                Motion made by Mr. Baxley, for the finance committee, seconded by Mr. Lavespere and unanimously approved the Cooperative Extension 4-H Youth Development Agreement for the amount of $6,462.00.

 

                Motion made by Mr. Baxley, for the finance committee, seconded by Mr. Lavespere and unanimously approved $30,000.00 from Georgetown’s prior year district fund balance to renovate bathrooms in the gym and auditorium, repair foundation in main building and install carpet.

 

Motion made by Mr. Baxley, for the Finance Committee, seconded by Mr. Oliver and unanimously approved a resolution setting a minimum bid of $1,500.00 and advertising for seled bids for surplus scrap metal (fencing) at Georgetown High School.

 

Motion made by Mr. Baxley, for the Finance Committee, seconded by Mr. Lavespere and unanimously approved soliciting bids for cutting one 5 acre tract of land at Georgetown High.

 

Motion made by Mr. Baxley, seconded by Mr. Lavespere and unanimously approved the budget revision from prior funds for Montgomery High.

Mr. Bill Tudor was at the meeting speaking about Grant Jr. High.  He stated the school was built in three sections.  Mr. Tudor said the steel was almost completed in the first section.  

 

The next round of steel is in the process of being shipped.  The next phase will be the walls, roof and the finishing touches.  The project is still on schedule and on budget.

 

 

The following schools were presented flags for recognition for “Exemplary Academic Growth”:  Mrs. Stacy Felton accepted for Colfax Elementary, Mr. Randy Crawford accepted for Grant High and Mr. Robert Smith accepted for Dry Prong Jr. High.

 

The following schools were presented flags for recognition for “Recognized Academic Growth”:  Mrs. Shana Delrie for South Grant Elementary and Mrs. Becky Durand  accepted for Pollock Elementary.

Motion made by Mrs. Layton, seconded by Mr. Baxley and unanimously approved an Engagement Letter for auditors.

 

Motion made by Mr. Baxley, seconded by Mr. Lavespere and unanimously approved the Superintendent’s recommendation to approve the following policies:  JBH (Attendance Reports for Student Drivers), and JGB (School Wellness).

 

Motion made by Mr. Baxley, seconded by Mr. Oliver and unanimously approved the Superintendent’s recommendation to pay stipends for Nationally Board Certified employees.

The Board received for approval at the September Board Meeting, job descriptions for Food Service Maintenance and Lunchroom Technician.

Ms. Sharil May reported on “Self Review Findings”.  She said they plan to address the concerns of the process in the SBLC.

 

Motion made by Mr. Baxley, seconded by Mr. Lavespere and unanimously approved the ARRA revision #2.

 

The board members accepted for review the Revision of the SBLC Handbook to be voted on at the September Board Meeting.

 

The Board Members accepted for review “Payroll Procedures” to be voted on at the September Board Meeting.

 

Motion made by Mrs. Layton, seconded by Mr. Futrell and unanimously approved adding the following policies to the policy manual:  DFL (Investments), DJED (Bids and Quotations), EBBA (Fire Prevention), ID (Curriculum), IDDE (Student Drivers Education), JGB (School Wellness) and JR (Student Records).

 

Motion made by Mrs. Layton, seconded by Mr. Futrell and unanimously approved the revised 2010-2011 Academic Calendar.

2. Transfer Monica Seals, school bus driver, to route #12 serving DPJH/Grant; effective 2010-2011 school year; will be based at DPJH.  (She is transferring from route #42 serving Pollock Elementary.)

3. Transfer John Graves, school bus driver, to route #32 serving Montgomery; effective 2010-2011 school year.  (He is transferring from route #33 serving Verda Elementary and Montgomery.)

4. Transfer Renee’ Brown, school bus driver, to route #42 serving Pollock Elementary; effective 2010-2011 school year.  (She is transferring from route #28 serving Georgetown High School.)

5 Transfer Delores LeBaron, school bus driver, to route #38 serving Verda Elementary; effective 2010-2011 school year.  (She is transferring from route #35 serving Montgomery High School.)

Motion made by Mrs. Layton, seconded by Mr. Futrell and unanimously approved going into executive session pursuant to La. R.S. 42:6.1(a)(1) and (7)  to discuss confidential student matters.

 

Motion made by Mr. Futrell, seconded by Mr. Oliver and unanimously approved going back into regular session.

 

Because of the lack of information received from the guardian, the student was denied at this time.

 

The Superintendent commented that the board members had a pamphlet in their folders from the Louisiana School Boards Association concerning attending a Facilities Workshop.  

 

The Board was asked to get back if they want to attend.

 

The student beginning count is 31,040 for the 2010-2011 school year.

 

Mrs. Jackson also thanked Mrs. Betty Poole, from Woodman of the World, for the flags that were given to each of the Principal’s for their schools.

 

There will be no buses stopping at business addresses, with a special provision for day care centers.  All buses will only stop at residential areas.

 

There will be no granting hardships for children to go to neighboring parishes.

 

Motion made by Mr. Baxley, seconded by Mr. Lavespere and unanimously approved to adjourn the meeting.
