 BOARD OF THE PARISH OF GRANT, STATE OF LOUISIANA, TAKEN
AT A REGULAR MEETING HELD ON THURSDAY, JUNE 10, 2010

 

                The Parish School Board of the Parish of Grant, State of Louisiana, met in its regular meeting place, the Grant Parish School Board Office, Colfax, Louisiana, in Regular Session, Thursday, June 10, 2010 at 6:00 o’clock P.M.

 

                There were present Mr. Marvin DeLong, Mr. Eddie Baxley, Mr. A.J. Lavespere, Mr. Craig McCain, and Mr. A.D. Futrell, Mrs. Karen Layton, Mr. Randy Browning, and Mr. Terry Oliver.

 

                Everyone was present.

 

                Mrs. Sheila S. Jackson, Secretary-Treasurer was also present.

 

                The Parish School Board of the Parish of Grant, State of Louisiana, was duly convened by Honorable Marvin DeLong, President of the Grant Parish School Board, who then stated that the Parish School Board was ready to transact any business which may come before the Board. 

 

                Motion made by Mr. Lavespere seconded by Mr. McCain and unanimously approved the revised agenda.

 

                Motion made by Mrs. Layton, seconded by Mr. Mr. Lavespere and unanimously approved the minutes from the May 6, 2010 Regular Board Meeting.

 

                Motion made by Mr. Baxley, seconded by Mr. Browning and unanimously approved the minutes from the May 25, 2010 Special Board Meeting concerning the budget.

 

                The Superintendent presented plaques to the following students and recognized them as the winners’ of the overall young author’s contest:

                1.  K-3     Mason Deen – ”The Farmyard”

                2.  4-6      Heath Newman – ”Haiku”

                3. 7-11     Kaylie Vanranden – ”Heat of the Day”

 

                The Superintendent recognized State Literary Rally winner Stephanie Ferrant for placing 2nd  in English IV.

 

                The Superintendent recognized Nick Ulmer as runner up in the Class C Cross Country State.

 

                The Superintendent recognized and presented patches to the Class C Cross Country State Champions, the Lady Bulldogs from Georgetown High.  The following students were presented patches:   Charlie Coke, Veronica Bennett, Destiny Canoe, Haley Landry, Tanner Maxwell, Savannah Lincecum, Morgan Bruce, Beth Knighton, Kristen Huntsberry, Jessica Edwards, H Cockerham, Jackie Norris, Victoria Maxwell, Krista Deville, Brittney Nugent, Brady Whitlow, Angela Trapp, Rachel Barber, and Danielle Collins. 

 

                The Superintendent recognized the following students for participation in the Louisiana School Boards Art Contest:

                1.  Semisi Halifihi – Verda Elementary

                2.  Savannah Green – Georgetown High

                3.  Allyson Maxwell – Grant High

 

                The Superintendent recognized and presented plaques for the Valedictorian’s and Salutatorian’s from each high school:

                1.  Georgetown High – Valedictorian – Travis Hutchins

                                         Salutatorian’s – Jaclyn Norris and Anthony Hickman

                2.  Grant High -  Valedictorian’s – Bradley Neville, Alexandra Heavner, Kelsey

                                         McClung, Chesney Welch and Hilary Spikes

                                         Salutatorian’s – Rachel Barnes and Rebekah Barnes

                3.  Montgomery High – Valedictorian – Samantha Jackson

                                        Salutatorian – Katelyn Johnson

 

                The Superintendent presented certificates to the following Outstanding School Support Employees:

                1.  Mr. John Gunter

                2.  Mr. Wayne Jones

                3.  Ms. Rhonda Landry

 

                The Superintendent recognized Mrs. Judy Jackson for retiring after 25 years of service.

 

                Mrs. Sandra Caston, from Horace Mann Insurance, presented a gift card to Madeline Aleene Hale, for having perfect attendance during the month of April.

 

                Mr. Bill Tudor gave a quick overview of Grant Jr. High.  Mr. Tudor stated we are still looking good as far as being on schedule and on budget.  The slab will be poured at 2:00 A.M. Saturday, June 12, 2010.  The maintenance building is almost complete as well as the work on the parking lots.  Things are going along as planned.

                The Transportation and Maintenance Committee had nothing to report.

 

                The Finance Committee had several items to be addresses.  Motion made by Mr. McCain, for the Finance Committee, seconded by Mr. Baxley and unanimously approved acceptance of Slocum & Associates as the Commercial Property Insurance carrier for the Grant Parish School Board, with the bid of $60,901.00.

 

                Motion made by Mr. McCain, for the Finance Committee, seconded by Mr. Browning and unanimously approved Slocum & Associates as the Boiler and Machinery Insurance carrier for the Grant Parish School Board, with the bid of $8,812.00.

 

                Motion made by Mr. McCain, for the Finance Committee, seconded by Mr. Browning and unanimously approved the 2009-2010 Parishwide and District budget revisions as follows:

 

                1.  Purchase of pea gravel for Colfax Elementary from Colfax funds in the amount   of  $5,100.00.

                2.  Grant High School – revision to recognize additional  revenue and expenses.

 

                Motion made by Mr. McCain, for the Finance Committee, seconded by Mr. Baxley and unanimously approved payment to Alliance Group,  in the amount of  $25,229.42, for services rendered.

 

                Motion made by Mr. McCain, for the Finance Committee, seconded by Mr. Baxley and unanimously approved payment to M.D. Descant, Inc. Application and Certificate for Payment #5 in the amount of $274,109.02 for services rendered.

 

                Motion made by Mr. Baxley, seconded by Mr. McCain and unanimously approved the preliminary 2010-2011 General Fund Operational Budget.

 

                Motion made by Mr. Baxley, seconded by Mr. McCain and unanimously approved the preliminary 2010-2011 Parishwide and District Budget.

 

                Motion made by Mr. Baxley, seconded by Mr. McCain and unanimously approved the preliminary 2010-2011 Lunch Fund Operational Budget.

 

                All of these budgets will be on display at the Grant Parish School Board for public viewing to be voted on at the July board meeting.

 

                Motion made by Mr. Oliver, seconded by Mr. Lavespere and unanimously approved to enact the RIF – Grant Parish School Board Reduction in Force pertaining to the transportation only – specifically bus drivers.

 

                Motion by Mrs. Layton, seconded by Mr. Browning and unanimously approved the 2010-2011 Federal Programs Budget.

 

                Motion made by Mr. Baxley, seconded by Mrs. Layton an unanimously approved the Superintendent’s recommendation to appoint The Chronicle as the Official Journal for the July 2, 2010 through June 30, 2011 for the Grant Parish School Board.

 

                The Board Members received a copy of the Proposed Pupil Progression Plan for the 2010-2011 school year, for consideration of approval at the July board meeting.

 

                The Grant Parish School Board members were given a copy of the Grant Parish Student Discipline Policy for adoption at the July board meeting.

 

                Motion made by Mr. Oliver, seconded by Mrs. Layton and unanimously approved the Superintendent’s recommendation to accept the following personnel changes.

                Motion made by Mrs. Layton, seconded by Mr. Lavespere and unanimously approved the Superintendent’s recommendation to accept the following  employments:

                Motion made by Mr. McCain, seconded by Mr. Lavespere and unanimously approved the following correction

                1.  William Trull’s resignation date effective April 28, 2010.

 

                The Superintendent stated that there will be a Public Hearing held at 5:30 P.M., on the evening of the next Board Meeting concerning the budgets.  She told the Board Members they had their usual reports in their folders and to remember that the pouring of the concrete for the new Jr. High will be at 2:00 A.M. on Saturday morning.

 

                Motion made by Mr. McCain, seconded by Mrs. Layton and unanimously approved adjourning the meeting.
