THE OFFICIAL PROCEEDINGS OF THE GRANT PARISH SCHOOL BOARD OF THE PARISH OF GRANT, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, MAY 1, 2008.

     The Parish School Board of the Parish of Grant, State of Louisiana, met in its regular meeting place, the Grant Parish School Board Office, Colfax, Louisiana, in Regular Session, Thursday, May 1, 2008 at 6:00 o’clock P.M.

 

     There were present A.J. “Tony” Lavespere, Eddie Baxley, Karen Layton, Craig A. McCain, Marvin DeLong, Randy Browning, and A.D. Futrell.

 

     ABSENT: Terry Oliver

 

     Mrs. Sheila S. Jackson, Secretary-Treasurer was also present.

 

     The Parish School Board of the Parish of Grant, State of Louisiana, was duly convened by Honorable Craig McCain, President of the Grant Parish School Board, who then stated that the Parish School Board was ready to transact any business which may come before the Board.

 

     Motion was made by Mr. Futrell seconded by Mr. Lavespere and unanimously approved the minutes for the April 3, 2008 regular meeting to be published in the official journal.

 

     Motion was made by Mr. Browning, seconded by Mrs. Layton and unanimously approved to adopt the revised agenda.

 

     Mr. McCain recognized two guests:

 

1.        Mr. Lee Willis spoke of the 2006-2007 audit report.  Mr. Willis stated there was only one finding concerning a bid for portable buildings at Grant Academy.   He stated the audit went very well.

 

2.        The Honorable Mayor, Mr. Gerald Hamilton, spoke next concerning the whereabouts of the new junior high school. Mayor Hamilton requested that the Board look at placing the new Jr. High in Colfax because of the economic impact it would have in Colfax.  Mr. McCain told Mayor Hamilton he would keep him advised on the situation.

 

        The Transportation and Maintenance Committee stated they had nothing to report from their meeting.

    

The Finance Committee had three items to address:

 

1.        The Finance Committee recommended a price increase for the 2008-2009 school year.  Breakfast will go up .25 for students and staff and Lunch will go up .25 for students and .50 for the staff.  Motion made by the Finance Committee, seconded by Mr. Futrell, seven Ayes, Mr. Lavespere was the only nay, motion carries.

 

2.        Motion made by the Finance Committee, seconded by Mr. Browning and unanimously approved to adopt Budget Revisions for Grant High.

 

3.        Motion made by the Finance Committee, seconded by Mr. Lavespere and unanimously approved to accept budget revisions for the GEE and Leap 21  supplement award money, to be used for salaries.

Motion made by Mr. Futrell, seconded by Mr. Browning and unanimously approved to change the June Board meeting from June 5, 2008 to June 10, 2008.

 

     Motion made by Mrs. Layton, seconded by Mr. Lavespere to give the Superintendent authorization to enter into any and all contracts with the Rapides Foundation.

 

     Motion made by Mr. Futrell, seconded by Mr. DeLong and unanimously approved giving permission for the Superintendent to disperse sales tax and millage supplements on May 21, 2008.

    

         Motion made by Mr. Futrell, seconded by Mr. Lavespere and unanimously approved to adopt as practice and policy the Department of Health and Hospitals Tobacco Control Program to be voted on at the June Meeting.

     Motion made by Mr. Futrell, seconded by Mr. Browning and unanimously approved to enter into a contract with Visual Communication Service, L.L.C. to provide a sign language interpreter during the period of December 6, 2007 thru May 21, 2008.

     Motion made by Mr. Futrell, seconded by Mr. Lavespere and unanimously approved to renew the 2008-2010 contracts on the following Supervisors, Principals and Assistant Principals :  Debbie McKay, Janet McGlothlin, Paula Crawford, Randy Crawford, Vickey Dubois, Ben LaGrone, William Norris, Stacy Felton, and Donnie White.

 

     Motion made by Mr. Lavespere, seconded by Mrs. Layton and unanimously approved advertising for bids on small equipment for the cafeterias for the 2008-2009 school year.

 

     Motion made by Mr. Browning, seconded by Mrs. Layton and unanimously approved revising the school calendar to reflect BESE approved date changes to the State Testing Program.

     Motion made to consider having Bankston property appraised.  Motion failed due to lack of second.  Mr. Baxley abstained from the vote.

   

 The Board received information to be considered for adoption at the June Board Meeting concerning Employee Accident Investigations Procedures.

     Motion made by Mrs. Layton, seconded by Mr. Futrell and approved the following resignations:

 

1.         Judi Walker – Teacher @ Colfax Elementary effective June 6, 2008.

2.        Norman Garlington – Principal @ Grant Academy effective June 30, 2008

 

(Mr. McCain abstained from the vote)

 

     Motion made by Mr. Lavespere, seconded by Mr. Browning and unanimously approved the following retirement:

 

1.         Betty Willett, Secretary @ Grant Academy, effective June 30, 2008.

 

     Mr. McCain asked if any of the Board Members wanted to comment on anything before they went into executive session.  Mr. Futrell asked that the Superintendent explain about the pay raises the Governor spoke about.  Mrs. Jackson said the $1019.00 Governor pay raise will come out of the existing MFP fund, it is not in addition to the MFP fund.  

 

     Motion made by Mr. Futrell, seconded by Mr. Browning and unanimously approved to enter into executive session for discussion of Civil Suit#19364, James A. Glenn O/B/O Cody M. Glenn Versus Grant Parish School Board ET AL, on records of 35th Judicial Court and pending litigation.

 

     Motion made by Mrs. Layton, seconded by Mr. Futrell and unanimously approved going back into the regular board meeting.
