THE OFFICIAL PROCEEDINGS OF THE GRANT PARISH SCHOOL BOARD OF THE PARISH OF GRANT, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON THURSDAY, JUNE 7, 2007

 

The Parish School Board of the Parish of Grant, State of Louisiana, met in its regular meeting place, the Grant Parish School Board Office, Colfax, Louisiana, in Regular Session, Thursday, June 7, 2007 at Six (6:00) o'clock  P.M.

 

There were present Randy Browning, Karen Layton, Eddie Baxley, Marvin DeLong and Craig A. McCain.

 

ABSENT: A.J. "Tony" Lavespere, Terry Oliver and A.D. Futrell

 

Mrs. Sheila S. Jackson, Secretary-Treasurer was also present.

 

The Parish School Board of the Parish of Grant, State of Louisiana, was duly convened by Honorable Karen Layton, who then stated that the Parish School Board was ready to transact any business which may come before the Board.

 

Motion was made by Mr. Baxley, seconded by Mr. McCain and unanimously approved to accept the revised agenda.

 

Motion was made by Mr. McCain, seconded by Mr. Browning and unanimously approved the minutes for the May 3, 2007 regular meeting and the May 14, 2007 special meeting to be published in the official journal.

 

Mr. Baxley recognized and introduced Mr. Gerald Long.  Mr. Long stated to the Board and audience that he is a candidate for the Senate for District 31.

 

The Superintendent recognized Mrs. Shana Delrie.  Mrs. Delrie recognized and presented a gift to each of the following Salute to Teachers Writing Contest Winners:

The Superintendent recognized Mrs. Lynn Clifford.  Mrs. Clifford recognized and presented a gift to Christopher Hudgens - Fourth Grader at Pollock Elementary for being a State Finalist in the Louisiana National Geographic Bee Competition.

 

 Mrs. Clifford also recognized and presented a gift to Katlyn Peckmore – Sixth Grader at Pollock Elementary for placing second in the State Science Fair Competition and for being nominated to receive the Discovery Young Scientist Award.

 

The Superintendent recognized Mr. Norman Garlington.  Mr. Garlington recognized and presented a certificate to John Willie - recent graduate of Grant High, for his outstanding accomplishments in the sport of Golf - Four Years All District, Four Years All Region, Four Years All State and Four Years Tournament of Champions and Golf 1st Tee Scholarship to Louisiana College. (not in attendance) Mrs. Clifford recognized and presented a certificate to Travis Brazil – Twelfth Grader at Grant High for being a Parish Winner for the Louisiana School Board Association Art Contest.

 

Motion was made by Mr. Baxley, seconded by Mr. McCain and unanimously approved the finance committee's recommendation to renew Property Insurance at an annual premium of $77,352.00 and Boiler Machinery Insurance at an annual premium of $8,812 for a grand total of $86,164.00,  with Slocum and Associates from July 1, 2007 to July 1, 2008.

 

Motion was made by Mr. Baxley, seconded by Mr. Browning and unanimously approved the finance committee's recommendation to approve the following IDEA Part B 611 Amendment 3.

 

Motion was made by Mr. Baxley, seconded by Mr. DeLong and unanimously approved the finance committee's recommendation to approve district and parishwide 2006-2007 budget revisions.

 

Motion was made by Mr. Baxley, seconded by Mr. McCain and unanimously approved the finance committee's recommendation to approve the 2007-2008 Budgets for Parishwide and District.

 

Motion was made by Mr. Baxley, seconded by Mr. Browning and unanimously approved the finance committee's recommendation to approve the 2007-2008 General Fund Budget.

 

Motion was made by Mr. Baxley, seconded by Mr. McCain and unanimously approved the finance committee's recommendation for Templin Forestry to spray with Arsenal and Escort in order to control the hardwood sprouts at Grant High.

 

Motion was made by Mr. Baxley, seconded by Mr. Browning and unanimously approved the finance committee's recommendation to approve the following school projects to be funded from general fund surplus for the 2006-2007 fiscal year:

 

Motion was made by Mr. McCain, seconded by Mr. DeLong and unanimously approved to amend the agenda to include the following item from the transportation and maintenance committee meeting - Report from Ballard & Associates concerning the structure of Dry Prong Junior High gym.

 

Mr. Bryan Butler from Ballard & Associates gave a report to the Board concerning the structure of Dry Prong Junior High gym.

 

Motion was made by Mr. McCain, seconded by Mr. Browning and unanimously approved permission for the 2007-2008 Pupil Progression Plan be put out for public review for the next thirty days.

 

Motion was made by Mr. Baxley, seconded by Mr. McCain and unanimously approved to table and do nothing - take no action on Louisiana Timed Managers - Right of Way Acquisition and Relocation Assistance Project - Hwy 167 at Dry Prong Junior High School.

 

The Superintendent introduced Mr. Ken Sills.  Mr. Sills is Grant Parish School Board Attorney with Hammonds & Sills Law Firm.  Mr. Sills gave the Board an update on the lawsuit, Bobby Chelette versus Grant Parish School Board, Civil Action CV-04-0571-A in the United States District Court, Western District of Louisiana, Alexandria Division.

 

There were no questions or comments following the update.

 

Motion was made by Mr. McCain, seconded by Mr. DeLong and unanimously approved to authorize the Superintendent, working with our attorney, to draw up a Cooperative Endeavor Agreement that will allow all entities involved in the use of Mary Graham for lease not exceed one year and that Grant Parish School Board pursue sell of the property to public bid.

 

Motion was made by Mr. Browning, seconded by Mr. DeLong and unanimously approved the Personnel Performance Review Plan for the 2007-2008 school year.

 

Motion was made by Mr. McCain, seconded by Mr. Browning and unanimously approved to appoint The Chronicle as the Official Journal for July 1, 2007 through June 30, 2008 for the Grant Parish School Board.

 

Motion was made by Mr. Baxley, seconded by Mr. McCain and unanimously approved to authorize the Superintendent to sign and execute any and all contracts with Rapides Foundation.

 

Motion was made by Mr. McCain, seconded by Mr. Browning and unanimously approved permission to accept highest bids for excess bus parts from bid opening held on May 18, 2007.

 

Motion was made by Mr. Baxley, seconded by Mr. DeLong and unanimously approved the Tuition Reimbursement Agreement.

 

Motion was made by Mr. Baxley, seconded by Mr. DeLong and unanimously approved to adopt the following resolution that the Grant Parish School Board hereby supports the passage of House Bill 734 during the 2007 Regular Session of the Legislature and hereby directs the Superintendent to send a copy of this resolution to the legislative delegation representing the parish requesting their support for the Bill.

 

Motion was made by Mr. McCain, seconded by Mr. Browning and unanimously approved the inclusion of new policy coded GBRIF - BEREAVEMENT LEAVE and revised policy coded GBRIB - SICK LEAVE - into the parish policy manual.

 

Motion was made by Mr. DeLong, seconded by Mr. Baxley and unanimously approved the following minor changes in the discipline policy and dress code policy:

 

Motion was made by Mr. Baxley, seconded by Mr. McCain and unanimously approved to change the July 5, 2007 regular board meeting to Monday, July 9, 2007.
