STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON

TUESDAY, MAY 2, 2006

 

The Parish School Board of the Parish of Grant, State of Louisiana, met in its regular meeting place, the Grant Parish School Board Office, Colfax, Louisiana on Tuesday, May 2, 2006 at Six (6:00) o'clock P.M.

 

There were present H. Neal Reeder, Eddie Baxley, A.D. Futrell, Craig A. McCain, Linda Amberg and Gary Walker.

 

ABSENT: Bobby Deen and Karen Layton

 

Mrs. Sheila S. Jackson, Secretary-Treasurer was also present.

 

The Parish School Board of the Parish of Grant, State of Louisiana was duly convened by Honorable Eddie Baxley, who then stated that the Parish School Board was ready to transact any business which may come before the Board.

 

Motion was made by Mr. McCain, seconded by Dr. Reeder and unanimously approved to accept the revised agenda.

 

Motion was made by Dr. Reeder, seconded by Mr. Futrell and unanimously approved the minutes for the April 4, 2006 regular meeting to be published in the official journal.

 

Mrs. McKay recognized the following Louisiana Reading Association Young Authors Contest Winners:

 

1.  Raygan LaCroix - Kindergarten - Verda Elementary

2.  Lance Delrie - 1st grade - Pollock Elementary

3.  Cody Cork - 3rd grade - Pollock Elementary

4.  Ryan Davis - 8th grade - Dry Prong Junior High

 

Ms. May recognized Ms. Robin King for being named as Teacher of the Year for Students with Visual Impairments by the National Federation for the Blind.

 

The Superintendent recognized and honored Mrs. Whitstine, Grant Parish School Board Finance Director, for her LASBO certification as an official Certified Louisiana School Board Official.

Motion was made by Mr. McCain, seconded by Mr. Walker and unanimously approved the finance committee's recommendation to renew the Workers' Compensation Insurance for Grant Parish School Board with Slocum and Associates from May 13, 2006 to May 13, 2007 at an annual premium of $237,294.00.

 

Motion was made by Mr. McCain, seconded by Mr. Walker and unanimously approved the finance committee's recommendation to give the Superintendent authority to renew the Property Insurance with RSUI at an annual premium of $90,000.00 from July 1, 2006 to July 1, 2007 subject to additional favorable quotes from Mr. M.B. Slocum.

 

Motion was made by Mr. McCain, seconded by Mr. Walker and unanimously approved the finance committee's recommendation to renew Boiler and Machinery Insurance at an annual premium of 8,606.00 from July 1, 2006 to July 1, 2007.

 

Motion was made by Mr. McCain, seconded by Mr. Walker and unanimously approved the finance committee's recommendation to approve the following LEAP 21 Tutoring/High Stakes Remediation Revision No. 1:

 

Motion was made by Mr. McCain, seconded by Mrs. Amberg and unanimously approved the finance committee's recommendation to reinstate the federal forestry allocation.

 

Motion was made by Mr. Futrell, seconded by Mr. Walker and unanimously approved permission for the Grant High Advanced Choir to go to Hot Springs, Arkansas on May 6 and 7, 2006.

 

Mr. Futrell stated that the gas supplement for contract bus drivers would stay as is and that proposals for communication and cameras would be opened on May 8, 2006.

 

Mrs. McGlothlin gave a report to the Board on the School Meal Initiative Review.

 

Motion was made by Mr. Walker, seconded by Mrs. Amberg and unanimously approved to spend $5900.00 out of Colfax Elementary funds for Joseph Tassin to repair the roof at Colfax Elementary.

 

Motion was made by Mr. Futrell, seconded by Mr. McCain and unanimously approved to spend $6750.00 out of Pollock Elementary funds for M.E. Tate Metal Buildings to construct a walkway at Pollock Elementary.

 

Motion was made by Mr. Futrell, seconded by Mr. McCain and unanimously approved permission to accept the lowest bid on janitorial supplies for the 2006-07 school year.

 

Motion was made by Mr. Futrell, seconded by Mr. Walker and unanimously approved permission to disburse sales tax and millage supplements in their full collection on May 23, 2006.

 

Motion was made by Mr. Walker, seconded by Mr. Futrell and unanimously approved the inclusion of the new policies coded JCABC - Interrogations and GBK - Suspension of Employees, into the parish policy manual.

 

Motion was made by Mr. McCain, seconded by Mr. Walker and unanimously approved permission to advertise for bids on small equipment for the cafeterias for 2006-2007.

The Personnel Performance Review Plan was given to the Board by Mrs. Clifford for review to be voted on at the June, 2006 regular board meeting.

 

Motion was made by Mr. Futrell, seconded by Mrs. Amberg and unanimously approved permission for the Superintendent to send out Letters of Intent.

 

Motion was made by Mr. Futrell, seconded by Mr. McCain and unanimously approved the following Leave Without Pay, Transfers, and Resignations:

1.  Approve rescinding leave without pay request from Sandy Powell as teacher aide at South Grant Elementary - effective May 1, 2006

 

TRANSFERS

 

1.  Deborah Keathley - from Principal at Colfax Elementary to Teacher - effective 7/1/06

2.  Sandy Powell - from teacher aide at South Grant to bus driver serving Colfax Elementary School's route #2 - effective May 1, 2006

 

RESIGNATIONS

 

1.  Robert C. White - Bus Driver - Pollock Elementary - effective 5/1/06

2.  Doris Honeycutt - Lunchroom Technician - Dry Prong Junior High -effective 5/1/06

 

The Superintendent stated that she would advertise for Principal at Colfax Elementary with the deadline for applications to be received by 4:00 P.M. on May 22, 2006 and interviews to be held on May 25, 2006 and the Principal would be named at a special board meeting on Thursday, May 25, 2006.

The Superintendent also stated that she would advertise for an Educational Diagnostician to replace Ms. May.

 

The meeting was adjourned by the President of the Board.
